A significant proportion of offenders have complex needs including substance use problems and mental health problems. Mental health and substance use treatment in the prisons and wider criminal justice system have undergone radical changes in the past few years, but these have occurred in parallel with little focus on offenders who need to navigate both services (i.e. people with dual diagnosis).
Offender Health at the Department of Health Skills for Health, NHS London and the Pan London Life-Long Learning Network have joined with University of Lincoln and Thames Valley University to initiate a higher education demonstration site project for dual diagnosis training for the criminal justice sector. The main purpose of this is to establish a national training programme (based on the original prison pilot) that will assist criminal justice agencies to manage effectively the needs of clients with both mental health and substance misuse problems.
The training has been mapped to National Occupational standards and for NHS employees, the Knowledge and Skills Framework. The specific learning outcomes directly link to the Dual Diagnosis Capability Framework (Hughes, 2006) levels 1 to 2.
The training materials available on this website have been used in the recent pilot in London. This course aims to develop the necessary values that people require to work with dual diagnosis and to equip professionals (mental health, substance use, criminal justice) with the requisite knowledge, skills and confidence to intervene effectively with service users who have co-existing mental health and substance misuse problems.

| This guide has been designed specifically for staff in Criminal Justice Integrated Teams (CJITs) but it may also be useful to other service providers. Staff in these services see many clients who have both substance misuse and mental health problems (also known as comorbidity or dual diagnosis). While it is not the core role of CJITs to manage or treat the mental health element of a clients co-occurring mental health problems, it is important to be able to recognise and refer clients with these problems to appropriate care and with the appropriate degree of urgency. | ||||
